The County Manager is the Chief Administrator for Alamance County Government on behalf of the five-member Board of County Commissioners. The County Manager is appointed by and serves at the pleasure of the Alamance County Board of Commissioners which establishes policies and adopts ordinances that regulate Alamance County Government.

Heidi York

County Manager

Heidi York serves as the Alamance County Manager. She was appointed by the Board of Commissioners on July 1, 2022.

She implements the policies and decisions of the Board of County Commissioners and oversees the day-to-day operations of Alamance County Government, with a team of department directors and county management staff reporting to her. Prior to Alamance County, Ms. York served as the County Manager in nearby Person County for fourteen years. She also served as an Assistant County Manager in Durham County for nearly eight years. Ms. York has her Master’s Degree in Public Administration from the University of North Carolina Chapel Hill and received an undergraduate degree in Law and Political Science from the American University in Washington, D.C. She is a credentialled manager through the International City/County Management Association.

Sherry Hook

Deputy County Manager

Sherry began her career with Alamance County Government in 2008 as the Human Resources Director. She has served as the Deputy County Manager since 2022.

Sherry is responsible for overseeing the Emergency and Support Services areas which include Emergency Medical Services, Central Communications (911), Emergency Management, Fire Marshal, and the Family Justice Center. Prior to becoming Deputy County Manager, she served a dual role of Human Resources Director/Assistant County Manager for 5 years. In her time with Alamance County, she has also been responsible for overseeing Veteran Services, Inspections, Planning, Maintenance and Capital Projects. Sherry is a graduate of North Carolina State University.

Bruce Walker

Assistant County Manager

Bruce Walker has served Alamance County for 18 years and has been an Assistant County Manager since 2017. He previously served as IT Director and GIS Director in Alamance County and also worked for the City of Concord & New Hanover County. Bruce received a BA in Geography from UNC Chapel Hill and has done MA work in GIS/Planning at UNC Charlotte.

Bruce is a Certified PELA (Public Executive Leadership Academy) and a Certified CGIO (Chief Government Information Officer) from the UNC School of Government. He graduated from the Leadership Alamance Program 2010, hosted by the Alamance Chamber of Commerce. He is an Eagle Scout. He has taught classes at the Chamber’s Leadership Alamance Program, Elon, and UNC-Chapel Hill.

Brian Baker

Assistant County Manager

Brian has been in Alamance County since 2006 and has served as Assistant County Manager since 2022. Brian’s previous roles with the County include Director of Alamance Parks, Trail and Open Space Coordinator and Haw River Trail Coordinator. Prior to Alamance County, Brian worked at the North Carolina Court of Appeals, U.S. District Court and as an attorney in private practice. Court. He is a native of Marion, North Carolina, and a graduate of Wake Forest University and the Wake Forest University School of Law.

Brian’s work is focused on economic and community development and capital projects for Alamance County. His projects focus on business attraction, capital projects, workforce development, community planning, natural resources and agriculture.
